The new urban policy will formalize and expand the rules of how Portland’s first mental health respondents work.

The Portland Street Response, which sends non -armed employees by 911 telephone related to people with an external behavioral health crisis, has been limited since its establishment in 2021 due to labor contracts, financing and political inconsistency.

According to the policy change published by the Keith Wilson Mayor, PSR workers can shuttle people as homeless shelters and addiction therapy centers, respond to telephones from commercial and government buildings, and respond to emergencies in other partnerships with other first respondents, such as police officers and firefighters.

Wilson said, “PSR staff will be able to respond to more currency types, connect more individuals to the most necessary help, and create better results for those who provide services.

Policys that still require union approval to ferment street workers suggest stages to formalize programs that struggle to get a foothold.

The PSR began with a pilot program in Portland Fire & Rescue in 2021 and expanded to answer calls to Citywide in 2022. The growth of this program was then stagnant by employment challenge, which was worsened by the decision of former commissioner Rene Gonzalez. This also failed to achieve the goal of starting the response to the 911 currency for 24 hours by 2023. Currently, the program only responds to emergencies between 8 am and 10 pm every week.

According to employees and all program leaders, the program also felt that it was limited by the type of telephone that could not be responded to or when someone could have a weapon or when someone was in the building or in public transportation. The new policy deals with some of these restrictions. PSR staff still can’t respond to calls related to people with suicide or weapons, but now you can accompany the police for this type of phone. You can also respond to emergency calls by entering a “open -accessible” building, such as restaurants, retail stores and government building lobbies.

But the limit still remains. The team consisting of 52 is still forbidden to enter the house or public transportation due to safety issues, and cannot be placed in the withholding of the involuntary psychiatry. In addition, the labor contract with the ambulance can not shuttle people to the hospital.

There was a conversation on which type of monetary law execution should be dispatched for several months in Portland’s public safety bureau. The city council’s new community and public safety committee meetings are expected to explore policy changes to solve this difference this year. The committee will discuss the budget of the PSR at the next Tuesday meeting.

According to the city, the law executive union has supported this change. But urban managers still need to negotiate these changes with City Union, representing PSR employees.

Rachel WhiteSide, a union representative of Protect17, said that members of the union generally support this change.

WhiteSide said, “We see them as the logical expansion of street response programs. “Some of the expanded services, such as traffic, are a clear demand in the community, and members support support to provide the service.”

The Portland Police Association, the Union representing the rank and file police officers, agrees.

“We always hoped to be partners as we were launching PSR.

WhiteSide mentioned that some PSR employees were hesitant to work with law enforcement agencies. She said that many employees worked hard to build a reliable relationship with those who lived outside. She said that some of the meaningless people were afraid or distrustful of the police and could affect the trust in the PSR partner with the police.

PSR program manager APRIL ROA said that this update will better change the program.

ROA said, “We are humble with the overwhelming support of the community and the first response partner in solving the needs of PSR. “These policies provide more access to customers for individuals who have a crisis that improves the entire system and threaten life to PSR.”

Volunteer -led groups, formed to defend the success of the Portland Street Response, have been critical of changing the city’s programs in recent years. In the statement, the Friends of Portland Street’s response is, “I applaud the efforts to expand the Portland Street response to satisfy the community demands more broadly while sticking to the original mission as the first respondent.”
